Trump Admin Rolling Back Pause on Federal Financial Assistance; Situation Still Unclear

In what appears to be a reversal of the previous order, The US Office of Management and Budget (OMB) issued further guidance on the federal pause of financial assistance. OMB clarified that this pause is NOT an across-the-board pause for all grant and loan programs. The Trump Administration is requesting a pause on programs inconsistent with the President's other Executive Orders (EOs):

  • Protecting the American People Against Invasion

  • Reevaluating and Realigning United States Foreign Aid

  • Putting America First in International Environmental Agreements

  • Unleashing American Energy

  • Ending Radical and Wasteful Government DEI Programs and Preferencing

  • Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government

  • Enforcing the Hyde Amendment

It is still widely unclear which grant programs will or will not be affected by this based on the above. However, this updated guidance states that agencies will be able to work with OMB to quickly determine whether a program is inconsistent with these EOs or not. Many programs are already approved and they state that other disruptions should be short.

Most importantly, any payment required by law to be paid will be paid without interruption or delay. Read the full updated guidance here. We still recommend prioritizing federal financial drawdowns, award management, and future federal grant applications.
